I came across this button design that didn't use images, and think it would
be a great thing to support:

It requires box-shadow, which I know is flux as far as the spec, but WebKit
and Chrome now support the -moz semantics, and it would be great to see a -ms
one as well.

If MS have full CSS3 support in IE9, then I dont see this functionality as an
issue since its parts of CSS3. I suppose MS err on the side of caution when
adding functionality, no matter what standard it is based on, in order to
ensure other features are not broken or altered.
