Lock up

I have OE 6 and IE 8. I use Windows XP, and have a dial up connection. When I
open Outlook and am not online, the program stops responding. The only way I
can close it is open Task Manager and end the task. It will FINALLY close
after 5 minutes or so. Can sombody help me fix this? Thank you.

Outlook and Outlook Express are not the same application.
