There's an easier way than messing with the registry, which I don't recommend at least for most people

in ie8, Tools->Internet Options

General tab

delete the second line in the home page section or change it to something you want to come up as the second tab. Set up as many as you want or just a single home page.

Craig Brown is on the right track but didn't describe exactly what to do once you get there. Use regedit to get to the following registry key:

HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Main

and then in the right hand pane of the Regedit window delete the "Secondary Page" entry, whose value should be the Welcome to IE8 web page address. Or you could change the value to a page address that you actually want to have come up in an IE8 tab when you open the program.

Doug,

I have done as you said, but in my first tab, I still get the IE8 welcome
page. Is there some other option or setting that is causing this?

Once I have opened the browser and the IE8 welcome page displays, then I
click my home page, it goes to my home page.

Any help is appreciated
